Move T&C and Privacy Policy texts from code-only to wp-admin and allow customization

Idea is to pre-populate with Terms and Privacy Policy agreement text and then allow wp-admin user to edit to their heart's content.

It should be the full WP Content Editor / TinyMCE to make it easy to make headings and such.

If implemented, there should be a button to "Reset to Default" on each of the text boxes.
