Specification and interfaces for DJ points

For a while now, DJs have been asking for clearer communication of fishbowl points and points towards suspension. The chief announcer at the time of this writing keeps track of these points himself and emails people individually. However, we could totally digitize this system. I think the def_fishbowl_log_types / fishbowl_log table provides a good model for how to do this:

1. a list of actions that affect DJ points
2. a table of actions done by DJs
3. interfaces for DJs to view their points and senior staff to log actions
