When API level is set as the rate limiting level, and when a resource is expanded, operation Rate limiting box changes to an unclickable state with descriptions, and a button saying Change rate limiting level ^

Issues:

  1. This clickable button is unaligned and when clicked, does not work as intended. It highlights the Operational Level radio button without taking the user's view up to that point. The user will notice only if they scroll upwards, giving the impression of a broken button.

  2. The descriptions provided to explain why the rate limiting text box is now disabled contains blue colored words, giving the impression of redirect links. (In APIM portals, such wordings in blue color is a clickable text that redirects to it, hence this is an unexpected change in the behavior)

Steps to Reproduce

  1. Startup publisher portal, and deploy the sample PizzaShackAPI.
  2. Go to Resources under API Configurations
  3. Set Rate limiting level to API Level. Which is set to Operation Level by default.
  4. Expand any resource to see Operation Governance(Security, Rate Limiting & Scopes) section.
  5. Click the Change rate limiting level ^ and the descriptions with blue text inside and under the text box.
