Operation level rate limiting selection drop downs are not disabled when API level rate limiting is selected for GraphQL APIs

Description

When changing from operation level rate limiting to API level rate limiting for a graphQL API, operation level rate limiting selection drop downs are not disabled. However after selecting a API level policy those dropdowns get disabled.

Also it is possible to save the API without choosing any API level throttling policies.

Steps to Reproduce

1. Login to the publisher portal
2. Create a graphQL API following [1].
3. Go to API Configurations > Operations page of the API
4. Select API Level as the Rate Limiting Level.
