switch from findbugs plugin to spotbugs plugin #2933
Description
The maven findbugs package is no longer maintained. The maven spotbugs package is the replacement for it and it provides the same functionality. I cannot seem to figure out how to update the configuration to make this change since findbugs does not appear anywhere in the repository.
