[Epic] Upgrade the Mkdocs version to 1.4.2

Description:

• Get the Jenkins build to work with Mkdocs 1.4.2 and Python 11 or 9
• Fix the theming to be compatible with Mkdocs 1.4.2
• Add dark and light theming mode so that a user can switch between the modes as required.

Task Distribution

• Chanaka will be handling the above mentioned tasks
• Mariangela will be coordinating the overall process.

Update - Thursday, March 16

• I had a discussion with Chanaka.
• He showed me the theming changes that he had done for Mkdoc 1.4.2.
• He showed me the script that he planned on using as the build script.
• He mentioned that he is yet to try the script in the docs-apk-dev/ build job.

Update - Monday, March 20 - (1)

• I had a discussion with Chanaka.
• He said that he tried the build script in [1] and that now it is successful. (Example: Build 31)
• He has hardcoded the branch name in the build script for testing purposes. This needs to be updated in the final script.
• I checked the URL https://dev.apk.docs.wso2.com/ - it is not working
• The following is Chanaka's plan -
  1. Will get the build script working so that output shows via URL.
  2. Will fix the theming issues in Fix Theming for APK docs - Mkdocs 1.0.4 #54
  3. Will fix the config catalog theming - Fix Config Catalog theming working #93
  4. Will automate the config catalog process - Automating process of maintaining REST API Catalogs #72
  5. Will finally move the content in the main folder to make sure nothing breaks.

• Informed Lakindu that the URL is not working - Email: Request for Internal APK-dev documentation URL
• Lakindu confirmed that there is no content to render.
• Communicated issue with Chanaka as the build script is not working as expected.
