[CDS Toolkit] Need a config to align OB3 secondary user behavior with OB2

Description:

In OB2 auth flow, secondary accounts are shown as selectable to any user if they are present in the sharable accounts response. But in OB3, we check the ACCOUNT_METADATA table for 'active' status even if the account is present.
