[Acceleraor/CDSToolkit] Refresh Token Generation Issue After Arrangement Revocation #200

Description:
The refresh token is being generated even after revoking the arrangement.

In OB 2.0.0, we receive the following response:

{
"error_description": "Persisted access token data not found",
"error": "invalid_grant"
}

However, in OB 3.0.0, a token is still being returned, which needs to be corrected.
