Update MI runtime to work with ICP 2.0.0

The current ICP connectivity from MI does not work with latest ICP changes. This needs to be fixed.

The following tasks needs to be addressed.

Fixes for MI:

• Add dashboard config changes related to new ICP to MI
• Add the changes to send the delta heartbeat and full heartbeat

Fixes for ICP:

• Add support for MI runtime
• Add support to process different types of MI artifacts

Testing and evaluation:

• Test and verify the ICP artifacts with previous ICP version
