Broken link in README

There's an outdated link in the file README.txt, which is distributed when downloading the product through the website.

The link is doubly broken, as the domain redirects to .com and thus user is redirected to landing page instead of getting a 404. Replacing with a .com still yields a 404 error.

Maybe we can replace with an updated JIRA link if we still use that, otherwise just remove it.

If jira was deprecated, it might have been replaced with repos specific for issues, like

https://github.com/wso2/api-manager/issues

It would be better to replace the link than to delete it if so.
