Improve Action Management APIs to support for pre password update action type specific properties.

Describe the issue:

With the introduction of action type related properties, we need to support managing those through our Action Management APIs.
This issue will track the necessary improvements done to facilitate properties in certain action types and first this will focus on PreUpdatePassword action type.
