AWS cloudformation default region selecting not working #1240

Description:
If the job configuration file have not defined the specific region for deploy the sample back-ends the samples should be create in the us-east-1 region as default. However, this expected behavior has been violated by some tests for wso2is-5.8.0. They have been tried to deploy in the same region as the server has been deployed.
Therefore some AMI not found errors (infrastructure failures) are shown by TestGrid for latest tests.
