[Improvement] Improve the Devant deployment state shown in BI/MI extension

Is your improvement related to a problem? Please describe.

• When Deploy state is collapsed in 'View in Devant' state, the titles shown as 'Deployed in Devant' instead 'Deploy to Devant' but it's not a strong enough indication.
• In the case where the component was deleted while the project was opened via the vscode, the UI will not be updated. To update the UI, we need a refresh button

Describe the improvement you'd like

• Improve the prominence of the deployed in Devant section
• Add a refresh button next to the 'view in Devant' button for MI and Ballerina extensions
