Create an `HTTP::Handler` for instrumentation

In the same way that the log processing pipeline can use an OpenTelemetry LogHandler to log to OpenTelemetry instead of depending on instrumenting Log itself, the HTTP request processing pipeline could use a HTTP::Handler to trace the pipeline, without depending on the auto-instrumentation of the HTTP::Server and associated classes themselves.

For some, this may be preferable.
