Is there a way to create an IDS xml file using XBIM?

Sure. This is functionality is actually in @CBenghi's Xbim.XIDS library which this IDS validator library builds on. See this test for a minimal example of creating an IDS.

You might also want to look at some of our Tests to see how to work with the lower level Facets and 'Cardinalities'. These are the same 'primitives' you'd build to make up an IDS applicability or requirement, except we're building them purely in memory and not saving an IDS file..

If you just want to experiment building a IDS file Claudio has a web app at https://www.xbim.it/xids that run XIDS in the browser.

If you're building lots of IDS specs we have some additional libraries that can generate IDS files from data sources such as Excel, Airtable etc. Drop me an email if interested,
