For Enhancements

Environment: Jetson nano YOLO_ALPR version 1.0.0

Case#1 : Video - if we get an error in the middle of video, then system should tell us that the video file might be corrupt

Case#2 : Video - if there is no frame and the video has actually finished playing, it should not be an error but the system should tell us that video has finished
