Prevent tags from being removed?

Can't find a method to remove the "remove" cross next to each tag, the specific need is to prevent users from removing a tag once it's populated into the input field.
I have the field as "disabled" so they can't remove them by using the backspace, but the cross link still allows removal.
Is this possible or could be considered as a future feature?
