Remove inaccurate hover over information on Activity Data section headers

The message "You cannot publish an activity until all the mandatory fields have been filled" shows on the Activity Data page for all ? hover over buttons in the section headers:

This message does not appear to change even if the user has completed the relevant section elements, and the message is inaccurate (the user can still publish activity data regardless of completeness)

Can the hover over icons and text please be removed to avoid user confusion.
