This issue was reported by an end user in this support ticket: https://iati.zendesk.com/agent/tickets/45658

After using the XML import, they have ended up with the same activity appearing twice in the interface. This should not be possible when the activity identifiers are the same.

@emmajclegg I agree, this should not be happening. The fix that was previously deployed for duplicate activities is still functioning as expected. Other organizations' activity data has not encountered this issue. I've sent you an email with the list of duplicated activities for this organization. We're looking into recreating and fixing this issue. Since the duplicate activities have not been published, they can be safely deleted.
