The old shaders no longer work(except for the newer crt shader). This edit fixes the shaders and switches to sensible defaults.

downscale-hrgb: Added sharpening to subpixel filter (separate stage) with softness parameter; removed greyscale filter besides default 3x3 box; updated description.
downscale_hrgb: Added parameter to tune subpixel displacement - some monitors could reduce perceived value, making it less than 1/3 pixel width.
downscale-hrgb: Fixed screenshot note - it's hi-res image in 3x the display resolution.

Option to skip redundant texel processing defeats need for multiple stages for square kernels up to 7x7 (with Kawase sampling) and subpixel filtering dedicated 5x3.
Fixed FUNC=3 sampling, moved to 4. Added point-sampling variant to 3. All 4 directions for lcd filter. Better organized configuration.
