In C API, expose fhe_bool_if_then_else

if_then_else method is not present in high level C API for FheBool.

I guess scalar versions should be present too, but they are missing for all types, including integers and unsigned integers.

Hello @rdlopes we have a few tasks we have to attend to before tackling this.

Having said that we are open source, so if you want to contribute, there are quite a few examples on how to write C API code and test.

Thanks @IceTDrinker, I understand you are focusing on blockchain technology at the moment, fine by me.

It's not so much about writing C code, but rather exposing the existing methods through cbindgen transpilation.

Anyways, no pressure, I'll have a look at your internal C bindings.

The problem being that I cannot build tfhe-rs because by default cuda and hpu backends are part of the build, and I'm working on a Mac; it's annoying to have all those build errors panicking because I'm not on Linux.

I know I can use the Makefile, I have done that for fft and other tweaks, but generalizing and offering a PR would be quite a commitment that I don't feel entitled to make.

No problem on the commitment, it is work.

As for the build problems, that is very weird, the GPU and HPU should be feature gated, meaning it should build fine on macOS and we actually have macOS builds in our CI that are green at least for arm64 (not sure if macOS x86 is still in github CI by default)
