Top Ranking Issues are flawed

Hi, was looking into the demand for a source control panel, and found this list of Top Ranking Issues

I thought it was a little strange to see things like a Helix keymap ranked higher than a source control panel.

Really, what is happening is that some requests like the source control panel issue get locked, and so nobody can vote on them any more. It then makes it look like a feature is not as in demand as it is because it cannot garner any more votes.

This is a helpless situation. If you don't lock it, someone will always harass the person being focused on, and a simple "+1" reply with no meaning will be posted. Locking it prohibits comments, but you can't even give a 👍, which is very contradictory. It's all because of GitHub's design.
