more user attention when setting.json exists, but with wrong permissions

When setting.json exists with wrong permissiong, for example root is owner Zed just doesn't allow

• open settings or
• agree to have predictive edits

no indication, no dialogue, no error, nothing.

I think I should be blocking dialogue, because user can't switch to vim mode and use any keymaps, change theme, font family etc. which is one of the core functionality
