Incorrect display of top toolbar in private browsing #798

OS is running Win 11 (tiny 11) 23H2
Toolbar is selected as single sidebar, compact view on the right side of the screen
Normal behavior have the sidebar collapsed on the side, and it displays on hover. The top bar, which only displays the window management icons (max/minimise and close), is also normally collapsed in compact view, and displays on hover.
However, with this setup in private browsing mode, and with no tabs open (as in, on the default new tab page), the sidebar overlaps the top bar on hover, as shown below.
Also, with no tabs open, EVEN with compact mode selected and on by default, the sidebar doesn't auto collapse by itself.
However, both issues seem to resolve after I open 1 or more tabs.
