Is this repository unmaintained? There seem to be no updates from the past few months despite a lot of pull requests being open. Would new pull requests raised by me or other developers be looked at?

Yeah @greenozon commitments change over time and honestly I think most folks these days use pylingual.io for decompilation whenever need be, so usecase for pycdc itself seems low, I ended up using it in one ctf competition only due to some issues with pylingual...
