[Spec change] Let implementations elect not to use secondary queues

Changes needed to the SYCL-CTS tests in relation to https://github.com/KhronosGroup/SYCL-Docs/pull/811:

1. tests/kernel_bundle/use_kernel_bundle_*_with_second_queue.cpp can be removed.
