In a license review for MIGraphX, a question was raised about the provenance of external/mlir-hal here

placing in external/ where llvm-project is placed leads one to believe mlir-hal is an external project. Yet the gitcommit in the here
points to this project. If this is original project, why isn't mlir-hal/ at the same toplevel dir as /mlir ?
