Check PyPi to see if package name is already reserved #557

Is Your Feature Request Related to a Problem? Please Describe
When going through the package naming process in the template, it would be really neat (if there's an internet connection) to query PyPI and check if the name is reserved already or not. If the name is reserved, it could raise a warning or error during the cookiecutter execution.
