[UR][L0] Fix issue with memadvise/prefetch in command buffers (intel#19140)

- Fix prefetch and memadvise not correctly waiting on events from copy
cmd lists in L0 V1
- Re-enable test for L0 V1 adapter
Closes intel#18544
