Allow playback to local device when not on wifi

When not on WiFi, playback should be allowed on the local device.

1) The Official Plex Android app must have server mode turned on.
2) The client selection button should be greyed out, and show "This Device".
3) Must be logged in to Plex. If not logged in, trying to select a server should show an error popup.
