`lint-deb-package` target doesn't work without lintian

If you want to use the lint-deb-package target (https://github.com/cloudogu/makefiles/blob/develop/build/make/deploy-debian.mk#L66), you have to have lintian installed or else it will fail. We should add a hint if lintian is missing.
