Plugin generated apps should support publishing to npm via Travis

As a user, I would like whatever solution is used to resolve canjs/canjs#3606 in the plugin generator so new projects can be published to npm via Travis.

I’m not sure if it can/should be included by default in new projects, so something like donejs add npm-travis would be fine too.
