Update legacy images

We have a test image with half those packages. You can update it.

Yes, it is just for testing so lldb should be enough. I'm hoping to get this week.

This helix debian13 doesn't work in the diagnostics repo because we use the container directly not in helix. We are planning to convert our testing to helix soon but there is no exact ETA.

How are you launching the image? You can launch it with root. Would that help?

I think we need to change it so the image doesn't run as helixbot by default. This has already been investigated in the past and should still be fine for Helix scenarios.

Note that I had investigated this in the past with upgrading to Debian 12 and run into issues there: #5197
