output gcdumps as flame graphs

## Background and Motivation
`gcdump` output isn't exploitable on MacOS or linux right now. 

## Proposed Feature

`dotnet gcdump collect` should support a `-f, --format <gcdump|Speedscope>` option that would generate a flame graph file easily readable in speedsope.net
