On publish create Docker image

Currently the https://github.com/eWaterCycle/ewatercycle-wflowjl/pkgs/container/wflowjl-remotebmi was build and pushed manually. It would be nice that after make a release a new image would be build and pushed in a CI workflow.

I think the one problem with this is that we probably won't (often) need a new version of the container image. The container does not use any of the (python) code in this repository, so ideally it would not be hosted here at all, but on Deltares/Wflow.jl .

Maybe having the tags in the form model-{MODEL_VERSION}_rbmi{REMOTEBMI_VERSION}, e.g. model-0.8.1_rbmi-0.1.0 would be better/more explicit in the long run. We could also use this in the rest of ewatercycle.
