Allow EOC to send radiograms #1093
Description
The user interface for interface signallers (#1076) is structured around radiograms as the way of communication with simulated regions. The interface signaller may also request information from the EOC, but this is currently unable to send radiograms.
For a consistent user experience (and additional benefits, like using the radiograms as a complete log of all requests by the IFS), it would be nice if the EOC was able to send radiograms with requested information.
