Stop sending welcome messages to IPs

There is the option in the menu to send welcome messages to users with empty discussion pages when checking a good edit.

• Is it really useful for IPs?
• I wonder if this option should be activated as a default.

I was surprised to see all these edits in Wikipedia by me via Huggle sending out welcome messages to users (and IPs). I did not expect that.
