Fix S3-related tests

What do?

The tagging and image upload tests continually fail, even though though there haven't been any changes to the underlying logic. For the time being I'll list the tests as no-ops and aim to fix them at a later point. If you have any ideas on how to fix this, @sea-kelp, I'd def welcome the expertise.

During startup in the local environment, we use the minio/mc utility to create the openoversight-test bucket, which we use for tests.

Last year, mc removed the config command, which is used to set the location of minio, causing the test bucket not to be created and tests to fail.

You should be able to fix this by replacing this line:
