load local spec not working

Describe the bug

I define the spec path in ~/.config/inshellisense/rc.toml

I log loadSpecsSet function in src/runtime/runtime.ts:23. It only load spec from @withfig/autocomplete/build

Expected behavior
Loading local spec correctly.

Environment

• OS: MacOS
• Output of is --version: 0.0.1-rc.21
• Nodejs Version: 22
• Shell: fish
• Shell Version: 3.7.1
