[Build] Update vcpkg-package

Describe the issue

The latest version of onnx-runtime in vcpkg is from september 2024. With this old of a build, compatibility-issues arise quite fast with e.g. the IR-Version of exported models with current python-packages.
I could use some prebuilt binaries for Windows and Linux which let me (re-)train models defined and exported in python on the GPU in C++.
Is the vcpkg-package still maintained?

This project uses private vcpkg ports : https://github.com/microsoft/onnxruntime/tree/main/cmake/vcpkg-ports
It's hard for me to tell if the default CPU build could work with the official vcpkg ports or not, which is the main reason that I couldn't update the ORT package you mentioned.
