We already mock FCM in unit tests, so we can easily add a test to ensure we’re enforcing its maximum TTL (fixed [here](https://github.com/mozilla-services/autopush-rs/pull/803)) with a new test. ┆Issue is synchronized with this [Jira Task](https://mozilla-hub.atlassian.net/browse/PUSH-38)
