ztest: ENOSPC from dsl_destroy_snapshots_nvl()

A recent merge to master had ztest fail with ENOSPC from dsl_destroy_snapshots_nvl():

This could be addressed in the same way it was handled in #14351. We allow ztest to expect ENOSPC in certain places where it's legitimately possible.
