Diagnose "dataset is busy" conditions #17500

I realize that ZFS is supposed to be self-healing. But in this case it certainly is not. First, the "dataset is busy" message is almost useless and contains no actionable information. Second, figuring out why this message was issued leads one on a wild goose chase, manually looking for any of many possible causes. Often, this activity proves to be unproductive.

ZFS should be able to describe why the "dataset is busy" without requiring the admin to spend sometimes large amounts of time and effort to get this information manually.

This feature would improve OpenZFS by saving admins time and trouble.

This feature solves the problem of not knowing why the "dataset is busy" message was issued.

I don't really care how this is implemented, as long as the information is presented somewhere.
