Move Nixarr to nix-community

I'm the author of Nixarr, a media server NixOS module. I'd like to transfer the project to the nix-community, after the current declarative configuration PR's are stabilized (~1 month, probably less).

@cramt and @pierzchalski has agreed to be co-maintainers.

After internal discussion we've decided to not accept this project. We're not comfortable with hosting or providing CI to a project of this nature.
