[PROPOSAL] custom filters extension point

Is your feature request related to a problem? Please describe.

In #9637 came up the topic of filtering trashbin list via range filters. We do not want to have such logic part of the files app directly but instead would like to have it as extension.

Describe the solution you'd like

New extension point that would allow developers to extend resource lists with custom filters.

Describe alternatives you've considered

Having the filter part of the files app and add feature flag to toggle it.

Additional context

A bit of a deep dive on this is needed. Not really critical now.
