Fresh install on Windows shows ‘Failed to check update’ popup on pgAdmin 4 startup

Describe the bug

On a fresh installation of pgAdmin 4 on Windows, when opening the application for the first time, a popup briefly appears with the message “Failed to check update”. The pop-up then disappears automatically.

To Reproduce

Steps to reproduce the behavior:

1. Install pgAdmin 4 fresh on Windows.
2. Launch pgAdmin 4.
3. A pop-up appears with the message “Failed to check update” and then disappears.
