Add other Census Geographic Entities

As discussed in [this PDF from the U.S. Census Bureau](http://www.census.gov/geo/reference/pdfs/geodiagram.pdf), the U.S. can be thought of as a hierarchy of regions. These include:
- School Districts
- Congressional Districts
- Census Blocks
- etc

This is a catch-all issue intended to capture possible features.
