Some questions about meter and queue in fabric-tna

Hello, everyone, I would be very grateful if you could help me to confirm the following three questions !!

1. Whether the speed limit information of slice_tc_meter is passed to the meter service through this function？（see Figure 1）

2. If the first question is confirmed, does the control plane of this fabric-tna not limit the speed of slice_tc_meter?

3. In the netcfg.json file (see Figure 3) generated according to the process of Sd-Fabric-Guide (see Figure 2: https://docs.sd-fabric.org/master/advanced/qos.html), whether the rate information about the queue configuration is only used for queue shaping.
