the Reason behind this mechanic is that the player will be put in tense situations such as the elevator, or closed scenarios, where he gets caught in the crossfire. player won't be able to do anything to get tac-bar back, and will be forced to stick to a wall to give him a chance to regain the tac-bar lost, which feels very goofy, This is why I recommend adding this mechanic.

This can reward the player for playing aggressively, especially in these situations.
