the current autorelease github action is no longer maintained. it recommends using: https://github.com/softprops/action-gh-release so we should switch.

switch autorelease action

switch to a new autorelease action, since the old one is deprecated. I'll
leave this open so that I remember to land it before whatever the next
release is, since there's no real way to test it until then.

Fixes #186
